What is Zero Barrier Bilingual Education?

在学前教育阶段，以民语教育为主，汉语学习为辅，使学生在学前阶段母语得到较好发展的同时，汉语水平得到相应发展，极大限度降低少数民族学生接受学校教育的语言障碍。

At the preschool stage, these students start with minority language education, supplemented by Mandarin-Chinese. They develop their mother tongue language and at the same time Mandarin-Chinese level is developed correspondingly, thus greatly reducing the language barriers placed in front of the minority students in their primary school education.

17 to 26 September 2011, government officials from Yunnan Provincial Ethnic Affairs Commission, Yunnan Foreign Affairs Office, Kunming Municipal Public Security Bureau to visit SIL International and GIAL in Dallas, JAARS in Waxhaw and Canada Institute of Linguistics in Vancouver.  In this visit, they had the opportunity to interact with our colleagues in US and Canada. The government officials expressed much appreciation on this trip.  The program was packed with information.  They were very impressed with expertise and IT programs that presented SIL's leadership in the technical arena. 

Year 2011 was a year of activities. After signing the 10-year Zero Barrier Bilingual Education MOU on 30 June 2010, SIL East Asia continue to see our activities in Yunnan to continue to expand. From 30 May to 2 June 2011, Yunnan Ministry of Education gathered a panel of experts to evaluate the Bai and Dai projects in Jianchuan County and Jinghong City respectively.

世界少数民族语文研究院(SIL) 50年来一直致力于研究世界各地鲜为人知的语言。我们专门记录、研究并发展这些语言。目前，世界语言共有6,909种(Ethnologue 16th Ed.)，SIL研究的语言有2,000种，涉及使用这些语言的人口约有十二亿。这项工作不仅使各民族以至于全世界认识人类语言的丰富，也为这些语言群体带来福祉。SIL的合作伙伴包括地方政府、国际民间组织以及大专院校。SIL东亚部自1983年起开始在中国寻求机会与相关单位合作，开展语言学方面的研究项目。

良好的声誉

联合国教科文组织基于 SIL作为一个国际民间组织，对人类少数民族语言研究所作的杰出贡献，授予 SIL专门咨商地位，有权在联合国纽约总部及日内瓦和维也纳的办事处指派正式代表。

国际化的人事组合

世界少数民族语文研究院(SIL)东亚部目前约有来自世界各地的160多位志愿者, 包括英国、美国、加拿大、澳大利亚、德国、瑞士、芬兰、爱尔兰、新西兰、意大利、日本、韩国、菲律宾、新加坡、中国香港特别行政区和中国台湾省等。
